Lists review records for the caller's tenant scope. Supports filters (`statuses`, `priorities`, `assigneeId`, `subjectKind`, `subjectId`) and cursor pagination. Auditor persona may invoke read-only.

Capability: `review.read`. Per SEAMS §1.5, missing capability returns `FORBIDDEN` — never silent strip.
